Permanent residence for Ukrainian nationals with family members in Canada

Hello everyone,

I had just started to miss filling out applications and immigration forms after submitting my citizenship application — when, of course, another program appeared for Ukrainian family members. 

I applied for my mom under this new program. Since it’s very new for everyone, there are still many unknowns — especially timelines and expectations. That’s why I decided to share our application journey, so we can all see how this program unfolds in real life.

The application process itself was fairly straightforward. I’m not sure if it’s necessary to explain every step here, but if you’d like more details, feel free to let me know and I’ll try to help.

📌 Application Timeline

December 5, 2023

(This confirms that the application for permanent residence in Canada was received by Immigration, Refugees and Citizenship Canada (IRCC) on 2023/12/06)

Biometric Instruction Letter received (biometrics request)

August 12, 2024
– Biometrics completed

March 18, 2025
– Email from IRCC (Re: Missing / incomplete documents)
Request to submit documents within 30 days and reply to the email within 7 days:

  • Completed Additional Family Information Form (IMM 5406)

  • Police certificate from Ukraine

  • Medical exam for the spouse (whether accompanying or not) OR proof of relationship/divorce

  • Copy of payment for the Right of Permanent Residence Fee ($575)

  • Copy of a valid passport

Eligibility letter received and request for financial information
(IRCC requested a recent employment letter, recent pay stub, or explanation of how financial support is provided if not working. Evidence of arrangements for care and support was required. The application could be refused if the applicant was not self-supporting.)

📝 Notes & Clarifications

¹ Police Certificate
We received the police certificate through the Diia app in Ukrainian. For the English version, it was sent by mail to the Consulate of Ukraine in Edmonton (including tracking, a $40 cheque, a copy of the first page of the travel document, the completed form, and the Ukrainian police certificate).
The criminal record check was issued by the Consulate within one week and then submitted to IRCC.

² Medical Exam
My mom previously completed a medical exam in 2020 when she applied for a Super Visa.

³ IRCC Email (PR Portal – Initial Request)
Request to reply within 7 days with personal details such as eye color, height, UCI, date of entry to Canada, etc.

⁴ IRCC Email (PR Portal – Final Steps)
Request to sign in to the PR Portal, upload a photo, provide a Canadian mailing address, and confirm current residence in Canada (deadline: 7 days).
